Driveway carwashes are starting to pop up. How should I handle this?

I'm not one who likes to stir up any kind of contention. I'm usually pretty calm and reserved, even when faced with adversity and challenging viewpoints. But, boy, oh, boy, seeing parking lot/charity carwashes sure do drive me bonkers. Seeing the hoses shooting out endless streams of water, and the soapy, dirty water running into sewers is enough to make me want to scream. And, such fundraisers are starting to pop up more and more, at least in the Northeast, that is. From school fundraisers to ones held in church parking lots, the nicer weather is proving to be perfect for such environmentally-unfriendly events. So, as the editor of the wonderful Professional Carwashing & Detailing magazine, I do my best to let others know of my disdain. With children on the other hand, it's not so easy. I have no problem telling an adult that what they're doing can be harmful to the environment. But, I don't want to be a complete killjoy to children who are simply trying to raise a few dollars. As the warmer Springtime days approach, and summer looms around the corner, I wonder what I will do when I hear someone I know is hosting or helping with a carwash fundraiser. Hopefully, I will represent my position at this magazine, and the industry in a respectable tone, and also convince a few to change their fundraising methods.

There is an ongoing issue with a Church in San Francisco, CA. In 2012, we discovered that the CHURCH was washing cars ("fundraising") EVERY Friday and Saturday. I will give the punchline first, then give the details how this "ultra-left leaning city" has done everything in their power to allow said Church to continue their Full time weekend Cash-Cow Business! Church's in CALIF file paperwork every year with their county assessor's office stating that they are not using their property for fundraising purposes and also are not loaning out their property to other organizations (exempt or non-emempt) for fundraising. Church's file either for "Religious Exemption" or "Religious Welfare Exemption" According to California's Assessor's Handbook, http://www.boe.ca.gov/proptaxes/ahcont.htm [click on AH 267, Welfare, Church, and Religious Exemptions, (10-04)] Church's are not allowed more than one type of fundraisier of this nature annually. There are specific examples of qualifying fundraising and non-qualifying fundraising.

The above comment should read, "..in 2010, not 2012...more to follow as time permits. It is a mind boggling story.
