The Daily Herald reports that the ordinance was drafted in order for the carwash to obtain a No Further Remediation Letter from the Illinois Environmental Protection Agency stating that the site, previously occupied by a gas station, no longer required cleanup.
The underground fuel tanks were removed in when carwash owner Mark Busse purchased the site in the 1980’s. The site was enrolled in the Leaking Underground Storage Tank program in 1990. The program monitored the site for concentrations of benzene and other gasoline contaminants.
Busse is still required to reimburse the city of there turns out to be any additional cleanup required at the site.
