Olney is in Drought Stage Four, which is the most restrictive phase. Stage Four only required Olney Car Wash to close one day a week, the article noted. However, because Olney gets most of its drinking water from Wichita Falls’ Lake Kickapoo, the wash must adhere to their regulations.
