New York bill imposes stringent requirements, causes anger

NEW YORK — The bill will require area washes to obtain licenses and surety bonds as well as meet established environmental and workplace safety standards in order to operate.

NEW YORK — Mayor de Blasio signed a new bill into legislation on June 29 which places more stringent operational requirements on city carwashes, according to CapitalNewYork.com

The article reported the new bill, Intro. 125-B, which was introduced by City Council Speaker Melissa Mark-Viverito, will require New York carwashes to obtain licenses and surety bonds as well as meet established environmental and workplace safety standards in order to operate.

Carwash owners also will be required to obtain a $150,000 bond ($30,000 for washes in collective bargaining agreements or covered by active government monitoring agreements) to cover potential claims, the article pointed out.

According to the article, the Association of Car Wash Owners Inc. made an appearance at the mandatory, pre-signing hearing.

Association president and local wash owner Steve Rotlevi said in his statement, “This bill puts a gun to small business owners’ heads and says, ‘unionize or go out of business.’ Mr. Mayor, if that’s not extortion, I don’t know what is.

Immediately following Rotlevi’s remarks, de Blasio, who responded simply with a “thank you,” signed the bill into law.
