KANSAS CITY, Mo. — U.S. Rep. Emanuel Cleaver and his wife owe more than $1.3 million on a carwash investment. He was issued a second wage garnishment order by Jackson County, according to the Kansas City Star.
Wage garnishment is routine practice in debt cases, according to experts. “A garnishment is one of several devices available to a party that has a judgment, to collect that judgment," according to F. Coulter deVries, a Kansas City lawyer.
Danny's Car Wash has another manager plead guilty
While garnishing of wages is common, doing it to a sitting congressman is less so.
The debt comes from a loan in 2002 to buy a carwash. The carwash did not perform up to expectations, and was sold in 2013.
